Rules Governing All Competitions - 2012. (Version 6.0) (11/11)  

IT IS ESSENTIAL THAT ALL COMPETITORS FAMILIARIZE THEMSELVES WITH THESE RULES. THE COMPETITION COMMITTEE SHALL APPLY AND ENFORCE THEM RIGOROUSLY.

1)     Administration. The Competitions of the Somerset Bowls Association (SBA) shall be administered in accordance with these Rules and the Rules of Bowls England by a Competition Secretariat, comprising the Competition Secretary and any and all assistants appointed by the Competition Secretary and ratified by the Executive Board in accordance with SBA Constitution and Rules 7(c).

2)     Competitions. The Competition Secretariat shall run the following County Competitions:

a)     Competitions to determine both SBA Champions and qualifiers for Bowls England’s National Championships:

i)       For Men:

(1)   Singles (four bowls each, 21 shots)

(2)  Pairs (four bowls each player, 21 ends)

(3)  Triples (three bowls each player, 18 ends)

(4)  Fours (two bowls each player, 21 ends)

(5)  Junior Singles (four bowls each, 21 shots)

(6)  Two Wood Singles (two bowls each, 21 ends)

ii)     For Women:

(1)   Singles (four bowls each, 21 shots)

(2)  Pairs (four bowls each player, 21 ends)

(3)  Triples (three bowls each player, 18 ends)

(4)  Fours (two bowls each player, 21 ends)

(5)  Junior Singles (four bowls each, 21 shots)

(6)  Two Wood Singles (two bowls each, 21 ends)

(7)  Junior Pairs (four bowls each player, 18 ends)

b)     County Competitions to determine SBA Champions:

i)       Open Championship (singles, four bowls each, 21 shots)

ii)     Mixed Pairs (four bowls each player, 21 ends)

iii)   Honorary Secretaries (singles, four bowls each, 21 shots)

iv)   And for Men:

(1)   Inter-Club Championship (Turnbull Cup) and for first match losers an associated plate competition (four rinks of four players each)

(2)  Unbadged Singles (four bowls each, 21 shots)

(3)  Junior Pairs (four bowls each player, 18 ends)

v)     And for Women:

(1)   Inter-Club Championship (Fear Cup) and for first match losers an associated plate competition (three rinks of four players each)

(2)  Southey Trophy (Inter-Club Top Club Championship) (ten players arranged to play simultaneously singles (four bowls, 21 shots), pairs (four bowls each, 21 ends), triples (three bowls each, 18 ends) and Fours (two bowls each, 21 ends)

(3)  Unbadged Singles (four bowls each, 21 shots)

(4)  Benevolent Triples (two bowls each player, 15 ends, all ends to be played)

3)    Entry Fees. Entry fees for all competitions shall be determined by the Executive Board of the SBA, taking into account Bowls England entry fees for national competitions.

4)    Qualifications. All the playing members of the clubs affiliated to the SBA may enter and compete in as many of the competitions they so choose, subject only to the following restrictions:

a)     Competitors can compete only in competitions open to their gender, as defined in Rule 2 above.

b)     Competitors shall not be entered more than once in any one competition, nor represent more than one club in any one year, in any of the above competitions and in County Leagues.

c)      Entrants shall be listed in the club’s list of members as at 30th June in the previous year and the Annual Subscription (Affiliation Fee)  in accordance with SBA Constitution and Rules 6 be paid by the club on their behalf. For members joining a club after 30th June in the previous year, it shall be assumed that any affiliation fee paid on their behalf transfers with them from any previous club. The club of any player qualifying for national finals for whom the appropriate fee has not been paid in one or other of these two ways may be required to pay a supplementary fee.

d)     Entrants for Junior competitions shall not have attained 25 years of age on 1st April in the year of the competition.

e)     Entrants for the Hon. Secretaries competitions shall, for the duration of the competition, hold one of the following offices in an affiliated club, for the Club as a whole, or for its Men’s Section or its Women’s Section

(1)   Secretary

(2)  Match (or Fixtures) Secretary

f)       Entrants for the Unbadged Singles shall not be badged by the County, nor shall have previously won the Unbadged Singles competition, nor shall have been badged by another county in the British Isles.

g)     Entrants for the Open Championship shall be the previous year’s champion in one or more of the following non-handicapped four bowl singles competitions:

i)       SBA-affiliated club’s men’s, women’s, junior (men’s or women’s) or open championship (Note – by implication “open” champions of single gender clubs are not qualified.)

ii)     SBA or Bowls England men’s, women’s, junior (men’s or women’s) or open championship or champion of champions.

The entry must be made in the name of the winner. No replacements or substitutes are allowed.

h)     In all Fours, Triples and Pairs competitions (except the Mixed Pairs and both Junior Pairs competitions), the team must be made up of members of the same club. In the Mixed Pairs and either Junior Pairs competitions, players may come from different clubs.

i)       Players entered under one club but changing to another club before 1st April in the year of the competitions cannot transfer their entries if:

i)       it is in the Hon. Secretaries Competition

ii)     in the Open Championship their qualification is through their original club.

They can otherwise transfer their entries in competitions, but only if:

iii)   they are included in the membership list and the appropriate affiliation fee has been paid by one or other of the two clubs, and

iv)   they play all their games away if their new club is in a different area of the draw from that in which they have been drawn, and

v)     in Fours, Triples and Pairs (though not in Mixed Pairs or either Junior Pairs competition), all named partners have also changed to the same club in accordance with Rule 4(j) iii above. Where at least one named partner remains with the original club, then that entry belongs to the player(s) at the original club. Where no named partner remains at the original club but entered partners have gone to different clubs, then the entry shall be void.

j)       Entries to the Inter-Club Championships (including the Southey Trophy) are restricted to one per club per competition. Losers of their first Championship game (by defeat or concession) (excluding the Southey Trophy) shall automatically qualify for entry into the associated plate competition.

k)     Unqualified entrants and void entries shall be disqualified. Entry fees paid by or on behalf of such entrants shall not be refunded.

5)    Entering the Competitions

a)     Individual entries shall be made on one of the forms provided (Form “SBA Comp 1”) and be in the possession of the entrants’ Club Secretary, together with the appropriate fees, no later than the last Monday in September of the preceding year.

b)     Club Secretaries shall forward the Forms “SBA Comp 1”, together with a list of contact details for all named entrants (Form “SBA Comp 3”), under cover of the summary form provided (which shall include the club’s own entries in Competitions and League) (Form “SBA Comp 2”) with the total fees payable in one cheque, to reach the Competition Secretariat no later than the following Monday.

c)      No late entries and no other entries whatsoever shall be accepted, except that at the Competition Secretariat’s discretion, supplementary entries may be invited for any of the Junior Competitions, the Women’s Benevolent Triples and both Qualifying Singles competitions. For these competitions:

i)       individual entries shall be made on one of the forms provided (Form “SBA Comp 4”) and be in the possession of the entrants’ Club Secretary, together with the appropriate fees, no later than 10th May of the year of the competition.

ii)     Club Secretaries shall forward the Forms “SBA Comp 4” under cover of the summary form provided (Form “SBA Comp 2”) with the total fees payable, to reach the Competition Secretariat no later than the following Monday.

d)      

e)     Each competitor listed on a Form “SBA Comp 3” shall receive one copy of the SBA Yearbook free of charge.

6)    Organizing the Draws.

a)     Competitions shall be drawn in sections. The sections shall be determined on a geographical basis according to the number of entries received in the competition, such that all entrants shall be liable to play the same number of rounds (with, as far as possible, the same probability of a bye). A club may be in different sections for different competitions, and may be in more than one section for any particular competition.

b)     The number of sections and the number of qualifiers for the closing stages per section for each competition are as follows:

i)       Eight sections, two qualifiers per section:

(1)   Men’s Singles, Pairs, Triples, Fours and Unbadged Singles competitions

(2)  Women’s Singles, Pairs, Triples, Fours and Unbadged Singles competitions

(3)  Open Championship, Mixed Pairs and Hon. Secretaries’ competitions

ii)     Eight sections, one qualifier per section:

(1)   Men’s and Women’s Two Wood Singles competition

(2)  The Inter-Club Championship for Men and the associated plate competition

(3)  The Inter-Club Championship for Women and the associated plate competition

(4)  The Southey Trophy (Inter-Club Top Club Championship) for Women

iii)   Two sections, one qualifier per section:

(1)   Men’s Junior Singles and Junior Pairs competitions

(2)  Women’s  Junior Singles and Junior Pairs competitions

(3)  Benevolent Triples competition

c)      Qualifiers from these sections will be organised as follows:

i)       where the closing stage begins with the round of the last sixteen (competitions in 6(b)i above), that round shall be drawn on the basis of a limited open draw to include qualifiers from neighbouring sections and the games shall be hosted by the first named qualifier.

ii)     the rounds of the last eight onwards shall be subject to an open draw and shall be played on set greens.

d)     Except for those competitions for which supplementary entries are to be invited, the draw shall be published in the SBA Yearbook. An index shall, for each club and competition, show the section(s) to be played in. Mixed Pairs sections shall be listed under the man’s entry where he is named, otherwise they shall be listed under the woman’s entry.

e)     All draws shall be published, and updated during the course of the competitions, on the SBA web site, www.somersetbowls.co.uk

7)     Playing the Competitions

a)     Except where varied by these Rules, games shall be played in accordance with:

i)       the Laws of the Sport of Bowls (incorporating the domestic regulations for Bowls England)

ii)     the Code of Conduct introduced in 1996 for all Championship Games and County Competitions, as follows:

(1)   In all singles competitions, neither player may visit the head until both players have delivered two bowls each.

(2)  In all pairs competitions, neither lead may visit the head until both players have delivered three bowls each.

(3)  In all triples competitions, neither lead may visit the head until both leads have delivered all their bowls. The second players, once having left the head, may not return to the head until both players have delivered two bowls each.

(4)  In the fours competitions and in the rinks of Inter-Club Championships and plate competitions, the lead and second players may not visit the head until all four players have delivered two bowls each. The third players, once having left the head, may not return to the head until both players have delivered one bowl each.

b)     Games shall be played on the date set in the SBA Yearbook, to commence at 6:15pm unless a different time is published, subject only to the following exceptions:

i)       Games not designated for set greens may be played where mutually agreed by both competitors, either:

(1)   in advance of the set date (but not before 1st May) or time, or

(2)  for singles play only, on the set date with a later start time (but no later than 7:15pm), or

(3)  for Inter-Club Championships (excluding the Southey Trophy) and their associated plate competitions only, at 10am on the Saturday morning immediately following the set date.

ii)     Where the date in the SBA Yearbook is described as a “play by” date, competitors shall agree on a date and time, no later than 6:15pm on the set date, when they will play. In the event that no agreement is reached, both parties shall be disqualified.

iii)   No other variation is permitted, in particular no extensions whatsoever will be granted, except in the event of calls to International duty and as otherwise determined and directed by the Competition Secretariat.

c)      For games prior to those designated for set greens, the first named competitor(s) shall be responsible for all game arrangements. These arrangements include:

i)       Booking a rink or rinks, and, where the rink is not on the green of the first named competitor(s) (being the man in the Mixed Pairs), advising the opponent(s) accordingly. Competitors should note that National and County Championship games take priority over ALL other matches. Where there is still no rink available, games between players or sides from the same club should have been played at an earlier date or start time as agreed between them or as directed by the Competition Secretariat.

ii)     For all singles play, arranging a marker.

iii)   For Inter-Club Championships (including the Southey Trophy) and associated plate games, appointing a qualified umpire from the list of umpires in the SBA Yearbook or failing that a responsible person to act as umpire. Should an umpire or responsible person not be appointed, the away team may refuse to play and may claim the game.

d)     Greys shall be worn, except on set greens or in Inter-Club competitions when, for games scheduled to start on or before 4:30pm, Whites shall be worn (see Appendix 1). Where confusion over stickers is likely to arise, hosts may require opponents to remove or change their stickers.

e)     Visually impaired bowlers are allowed the use of a string down the centre of the green. Groundsheets are not to be used except by mutual agreement. The use of floodlights is permitted by mutual agreement. Mobile phones must not be used by players, officials or spectators on the green or immediate surrounds during any game. If carried, they must be switched off. Smoking by a participant is not permitted on the green while a game is in progress.

f)       Trial ends must be completed within 15 minutes of the start time (of 6:15pm, or as previously mutually agreed according to Rule 7(b) above).

i)       Any individual, team or side not ready to deliver its first bowl on the first end of the game within 15 minutes of the start time shall be in default and may be disqualified.

ii)     Substitutions (in accordance with these rules) or changes in position prior to the first bowl being delivered on the first end may be made in pairs, triples, fours and within a rink in an inter-club competition. The movement of players between rinks in an inter-club competition is not permitted after the draw for rinks has been made.

g)     In all team competitions (all Pairs, Triples and Fours):

i)       At least one of the players named in the entry form “SBA Comp 1” must play in the first game.

ii)     The players in the first game constitute the team. Thereafter, one additional, and the same, player, may be used as a substitute at any time so long as he or she has not played and does not play elsewhere in the competition. Except for the Mixed Pairs and Junior Pairs competitions, the substitute must come from the same club.

iii)   Except as in Rule 4(i) above, a player named in an entry form “SBA Comp 1” cannot play in another team (for the same or a different club) in the same, or earlier, round as that for which he or she was originally drawn to play. They can, however, appear as a substitute (but not as a replacement) for another team in a later round so long as they have not played and do not play elsewhere in the competition.

h)     In the Inter-Club Championships and associated plate competitions:

i)       A club failing to provide a complete side (16 players for the men’s competitions, 12 players for the women’s competitions) at the commencement of a game (as defined in Rule 7(f) i) shall forfeit the game to their opponents. In the event of sickness or injury to a player AFTER the commencement of the game and with no reserves being available, the rink concerned may play on with the number of bowls played being made up by the lead and second both playing three bowls. From the time the defaulting player leaves the green, one fourth of the total shots scored (including fractions) shall be deducted from that rink’s score.

ii)     Each rink shall play 21 ends.

iii)   In morning or afternoon play, in the event of a tie all rinks shall play an extra end or ends until a result is achieved. The toss for extra ends shall have been made before the start of the game, though the decision regarding retention of the mat may be deferred until all rinks have completed the game.

iv)   In evening play, in the event of a tie one rink shall play an extra end, being the first rink to finish (as determined by the umpire). The extra end should be played as soon as possible and in anticipation of the result of the game, but only while a tie remains a possible outcome.

i)       In the Southey Trophy (Inter-Club Top Club Championship):

i)       A club failing to provide a complete side (of 10 players) at the commencement of a game (as defined in Rule 7(f) i) shall forfeit the game to their opponents. In the event of sickness or injury to a player AFTER the commencement of the game, a qualified substitute is allowed, but not as a skip. (In this competition only, the singles player may be substituted.)  If no reserves be available, the fours may play on with the number of bowls played being made up by the lead and second both playing three bowls. From the time the defaulting player leaves the green, one fourth of the total shots scored (including fractions) shall be deducted from that rink’s score. The singles, pairs or triples game will be forfeit.

ii)     In each discipline, one point is awarded for a win, a ½ point for a draw. The winner is the team with the most points.

iii)   In the event that a game is drawn 2-2, the winner is the team with the higher aggregate shots. (In the event that one of the disciplines was forfeited, then the other team wins.) If the aggregate shots are the same, then the pairs, triples and fours shall each play an extra end or ends until a result is achieved. (Shots scored are not added to the aggregate scores – only the result counts.) The toss for extra ends shall have been made before the start of the game, though the decision regarding retention of the mat may be deferred until all rinks have completed the game.

j)       Where exceptional circumstances prevent the commencement or completion of a game it should be arranged to be played or completed within a Maximum Period of seven days or before the date of the next round, whichever is the sooner.

i)       The Competition Secretariat should be informed of the circumstances and agreed arrangement, in accordance with the timetable for notification of results in Rule 8(b) below.

ii)     Interrupted games must resume from where they left off. Upon resumption, trial ends are allowed, in accordance with Rule 6(e) above.

iii)   Where an inter-club championship (including the Southey Trophy) or associated plate game is to be resumed, the score cards should be lodged with the umpire for safe keeping. Upon resumption, no more than two substitutes per rink shall be permitted and players resuming from the interrupted game must resume on their original rink.

iv)   In the event that due to further exceptional circumstances it proves impossible to complete the game within the Maximum Period, the scores of the game shall stand at the point of its last interruption. In the event of a tie, or where a game has not started, the result shall be determined by the toss of a coin.

8)    Notification of Results

a)     The result of the game should be recorded on one of the pre-printed Results Cards provided for the purpose, and signed by both players. (Players should not carry their own stock of these cards. The host club should supply the winner with ONE such.) The completed Results Card should be retained by the winner for possible subsequent inspection.

b)     Winners of games must notify the Competition Secretariat, as defined for the game in the SBA Yearbook, of the result by hand, by e-mail, or by first class post on the proscribed results card, within 24 hours of the completion of the game (or of the game being conceded). Such notification must include all the information required on the Results Card (see Rule 8(a) above).

c)      Failure to notify results unambiguously (particularly with regard to concessions), accurately, completely and on time may lead to disqualification.

9)    Closing Stages. Arrangements for all games on set greens, in all competitions, shall be made by the Competition Secretariat, to include the appointment of markers and umpires. In particular:

a)     The County Finals of the National Championships shall be held on the same day at the same venue, preferably to be held in alternate years at Victoria B.C. and any other club in the County.

b)     The finals of the Inter-Club Championship for Men and its associated plate competition shall be held on the same day at the same venue, preferably to be held in rotation, year by year, in different Regions of the County.

c)      The finals of the Inter-Club Championship for Women and its associated plate competition shall be held on the same day at the same venue, preferably to be held in rotation, year by year, at Ashcombe B.C., at Portishead RBL B.C. and at another venue in the County.

d)     The finals of the remaining competitions shall be held alongside one or other of the three events above (Rules 9(a) to 9(c)) or as otherwise determined by the Competition Secretariat.

e)     For the other events with set greens:

i)       where travel time permits, preferably they shall be held in rotation, year by year, in different Regions of the County, or

ii)     otherwise, particularly for midweek evening play, they shall be held in clubs towards the geographical centre of the county.

f)       The SBA expects clubs to provide greens for these events free of charge, and to cover their costs through charges for catering and other related activities, such as raffles.

10)  Prizes and Awards. Prize money will be awarded as determined in advance by the Executive Board and specified on the entry forms, Form SBA Comp 1 & SBA Comp 4. It will be presented at the relevant presentation event. Prize cheques unpresented to the bank will not be reissued. In addition, the following prizes and awards will be made.

a)     For Men:

i)       Singles: The winner shall hold the Homelight Cup. The runner-up shall hold the George Sutton Trophy.

ii)     Pairs: The winners shall hold the Windebank Bowl. The runners-up shall hold the H.Glossop Trophy.

iii)   Triples: The winners shall hold the E.M.Trevor Memorial Trophy. The runners-up shall hold the Percy Parnell Cup.

iv)   Fours: The winners shall hold the Rose Hill Trophy. The runners-up shall hold the H.Glossop Cup.

v)     Junior Singles: The winner shall hold the Modern Glass Trophy. The runner-up shall hold the Patrons Shield.

vi)   Two Wood Singles: The winner shall hold the Greenway Bowls Trophy. The runner-up shall hold the Greenway Bowls Runners-Up Trophy.

vii) Junior Pairs: The winners shall hold the Barnaby Trophy. The runners-up shall hold the Bloomfield trophy.

viii)           Unbadged Singles: The winner shall hold the Derek Lush Trophy. The runner-up shall hold the Idris Lewis Cup.

ix)   Inter-Club Championship for Men: The winners shall hold the Turnbull Cup and the runners-up the Florence Morris Trophy. They shall receive framed certificates and engraved enamelled badges. Clubs losing their first game shall compete for the Wedmore Plate, to be held by the winner, and the Fosseway Trophy for the runners-up, both of whom shall also receive a framed certificate and engraved enamelled badges.

b)     For Women:

i)       Singles: The winner shall hold the Duckett Trophy. The runner-up shall hold the Dorothy Ellis Cup.

ii)     Pairs: The winners shall hold the Alderman Henry Butt Trophy. The runners-up shall hold the Mrs A. Dowton Trophy.

iii)   Triples: The winners shall hold the Maude Trevor Cup. The runners-up shall hold the Miss E.M. Stradling Triples Trophy.

iv)   Fours: The winners shall hold the Anne Stradling Trophy. The runners-up shall hold the Miss E.M. Stradling Fours Trophy.

v)     Junior Singles: The winner and runner-up shall hold the Modern Glass Trophies.

vi)   Two Wood Singles: The winner shall hold the Anne Brown Two Wood Cup. The runner-up shall hold the Dot C. Hutchings Trophy.

vii) Junior Pairs: The winners and runners-up shall hold the Bowditch Trophies.

viii)           Unbadged Singles: The winner shall hold the Eginton Bowls Trophy. The runner-up shall hold the Mrs Z. Rundle Trophy.

ix)   Benevolent Triples: The winners shall hold the Mrs C.M. Ware Trophy. The runners-up shall hold the Mrs C.N. Mapstone Trophy.

x)     The Inter-Club Championship for Women: The winners shall hold the Fear Cup and the runners-up shall hold the Mr D. Ellis Trophy. They shall receive framed certificates and engraved enamelled badges. Clubs losing their first game shall compete for the Fear Plate, to be held by the winner, who shall also receive a framed certificate and engraved enamelled badges.

xi)   The Southey Trophy (Inter Club Top Club Championship): The winners shall hold the Southey Trophy and the runners-up shall hold the Barnaby Plate. They shall receive framed certificates and engraved enamelled badges

c)      Open Championship:. The winner shall hold the D.Dyer Trophy. The runner-up shall hold the F.A. Smith Trophy.

d)     Mixed Pairs: The winners shall hold the Mike Martin Millennium Mugs. The runners-up shall hold the Bloomfield Cup.

e)     Honorary Secretaries: The winner shall hold the Stradling Trophy. The runner-up shall hold the Trevor Cup.

11)  Disputes.

a)      In the case of any unresolved dispute over the arranging, conduct or result of a game, a clear statement of the circumstances and unresolved issues shall be made in writing to the Competition Secretariat within two days of the date on which the dispute arose.

b)     Decisions of the Competition Secretariat are final and binding and must be accepted by all parties.

12) Changes to these Rules.

Additions or amendments to all or any of the foregoing Rules shall be made only by either:

a)     The Executive Board, or

b)     The Annual General Meeting of the SBA or at such Special General Meeting convened for the purpose by motion put in accordance with the SBA Constitution and Rules 8(a).

 Note for National Championship Qualifiers: Competitors at Leamington and Worthing are now deemed by Bowls England to be representing the county (not their club). Except that a team must all be dressed the same (including tops), they may wear either Championship shirts, county shirts or white shirts. Shorts are not allowed.

Ø   Skirt - Two inverted pleats, front and back. Must be long enough to fall below the knee in the front and below the knee crease at the back
