Somerset Bowls Association Job Description  -  Treasurer

 

Purpose of the Job:

Ø  To manage the SBA’s finances

 

Expenses:         

Ø  Fixed amount payable per annum (as agreed by the SBA Executive Board (EB)) to cover travel

Ø  Other expenses payable, to a ceiling agreed by SBA EB and verified by receipts

 

Reports to:                      

Ø  General Secretary

 

Jobholder’s Team:

Ø  Assistant(s) to spread the workload.

 

Main Responsibilities:

Ø  Collection of budgetary information and preparation and presentation of budgets for EB approval

Ø  Establishing, maintaining, developing and operating “departmental analysis” type systems to ensure auditable:

o   collection, banking and accounting for all income (including that from affiliation fees, competition entries, league entries, match fees and sales of stock)

o   disbursement and accounting for all expenses (including affiliation fees, prizes and awards, items for stock and other approved and properly requisitioned expenditure)

o   bank accounts, to optimize systems efficiency whilst minimizing costs to the SBA (bank fees less interest earned)

o   assets’ register

o   measurement of actual financial performance against budget

Ø  Preparing and arranging for the audit of all the SBA’s accounts

Ø  Maintaining a record of any business conducted by any finance committees

Ø  Gaining EB ratification for any assistants appointed, and managing, developing and co-ordinating them to support the jobholder in discharging these responsibilities

Ø  Consulting widely to generate ideas and plans for development

Ø  Managing these responsibilities within the departmental budget set by the EB

Ø  Reporting quarterly to the EB and annually to the Communications Meeting (each April), Council Meeting (each October) and AGM (each November)

 

Measures of annual success:

Ø  All accounts audited and unqualified, and adopted by the AGM

Ø  Fee increases not exceeding some appropriate cost of living index

Ø  Net operating profit/loss = £0 (after future provisions taken into account)

Ø  Number of Tributes per Complaint

Ø  Own departmental income and expenditure against budget

Ø  Number of new ideas

Ø  Attendances at meetings

 

Important relationships with:

Ø  All other EB members for the preparation of budgets, receipts of fees (and other income) and settlement of awards (and other accounts)

Ø  Association’s Auditors

 

Desirable Jobholder Qualities:

Ø  An accounting background (preferably with a recognised professional qualification)

Ø  Good organizational skills

Ø  Good communication & interpersonal skills

Ø  Good computer skills (in particular, with spreadsheets and other accounting systems)

Ø  E-mail, telephone and mobile phone facilities

Ø  (This job might suit a candidate with restricted mobility.)
